Delivering a vision for quality education in Uzbekistan
In partnership with AQA Global and UNICEF, Uzbekistan is building an education system where quality is clearly defined, consistently applied, and continuously strengthened to ensure that every learner, regardless of background or location, benefits from a high standard of education.
In Uzbekistan, there is a strong national commitment to raising standards in education and building a system that delivers consistent quality for every learner.
The Ministry of Preschool and School Education is launching new projects to specifically address how quality is understood, supported, and continuously improved across preschool and school education.
The next step in that journey is to bring together existing strengths into a coherent, practical approach to quality assurance, one that supports schools and gives leaders the insight they need to make informed decisions.
Supporting system-wide improvement
The 14-month programme will focus on creating a National Quality Assurance Framework that brings together school self-evaluation, external review, and system-level monitoring. The framework will build a clear and consistent definition of quality that schools and early years settings can act on to drive sustainable improvement.
This work forms part of a wider national effort to modernise the education system, improve access and equity, and ensure that all learners benefit from high-quality teaching and support throughout their education journey.
The phased approach includes design, piloting, and national rollout of a practical, culturally relevant framework that is aligned with international best practice.
Building capacity for long-term impact
Where other initiatives might stall after initial roll-out is finished, we are embedding these capabilities within the system. By involving relevant stakeholders from the start, the programme will be set-up to deliver continuous improvement long-term.
We will show inspectors, school leaders, and early years practitioners how they can fully utilise the framework.
This includes:
- Developing evidence-based tools for self-evaluation and external review
- Supporting the use of data to inform decision-making at school and system level
- Providing training and professional development for national and regional teams.
A partnership-led approach
This programme will involve close collaboration with the Ministry, educators, and system leaders to ensure that the framework reflects local priorities while drawing on international experience.
